GenNET Basic Telephone Services and Tariff Services

Genesee Intermediate School District invites qualified firms to submit proposals / bids for the basic telephone communications service, tariff services, and Plain Ordinary Telephone Service (POTS), and/or contracted telephone switch network services for the period from July 1, 2010 through June 30, 2013. The Vendor's Universal Service Fund (USF) Service Provider Identification Number (SPIN) MUST be included in the bid proposal. Questions regarding the USF project should be directed to (888)203-8100. This project qualifies for USF funding. No invoices will be DATED or PAID before July 1, 2010. Award of work is 100% conditional upon Universal Service Funding. Further, the District reserves the unrestricted right to reduce the contract amount by reducing the scope of work and/or components in order to meet budget requirements in the event the level of the USF discount is reduced and/or funding of GISD or consortium participants is reduced by local taxation or State of Michigan funding to GISD and/or local district participants. Unit pricing, as specified in the bid proposal, will be used to control contract adjustments. Any such action will be taken before specific work on a building or on a project component has commenced.

BIDS ARE DUE at 2:00 p.m. local time on December 17, 2009.

On behalf of the GenNET Board, Genesee Intermediate School District , fiscal agent, will receive
sealed proposals for the above project at the Davis Education Center , 2413 W. Maple Avenue , Flint , MI 48507 , Attention: Assistant Superintendent for Business Services, Cynthia McCain, until the stipulated bid opening date and time. Bids received after the stipulated date and time will not be considered and will be returned unopened. Bids will be opened (bids without a bid bond will be retained for the files and will not be read or evaluated) and read at a public meeting scheduled for 2:00 p.m. on December 17, 2009 at Genesee ISD, 2413 W. Maple Rd., Flint, MI 48507-3493. Bids must be clearly marked GenNET Telephone Service bid. The RFP contains the specific requirements for all bids. Among the requirements in the RFP are: Provide three (3) complete copies of your response to the RFP including an RFP compliance form and a base bid cost summary form. All interested bidders may obtain copies of the RFP, drawings, and specifications from Childs Consulting Associates, Inc., beginning November 18, 2009.  Bid documents are available electronically by CLICKING HERE from (www.childs.com/invitations) or by UPS or Federal Express, COD or Receiver Account number, and by pick up at the following address. A minimum of 5% bid security, either in the form of a bid bond or cashier’s check payable to Genesee Intermediate School District , must accompany each bid (see RFP for rules for calculating the bid bond amount).

A pre-bid meeting will be held at 9:00 a.m. on Monday, November 30, 2009, at the Davis Education Center, 2413 W. Maple Road, Flint, MI. Genesee Intermediate School District and the GenNET Board reserve the right to reject any or all bids and to waive irregularities in bids.
