Flushing Community Schools - Local District Fiber Expansion

The Genesee Intermediate School District (GISD) will accept sealed proposals at the  Erwin L. Davis Education Center, at 2413 W. Maple Ave., Flint, MI, 48507, for the following Technology Project: Genesee Intermediate School District / GenNET – Local District Fiber Expansion-Flushing Community Schools. This bid has two categories – Part I (New Flushing Middle School) and Part II (Central Warehouse/Bus Facility). Send bids to the attention of: Receptionist, Entrance #1. The RFP will be available from the District’s Technology Designer beginning February 18, 2005, and will be distributed electronically. The RFP states the requirements of a reviewable response. Among the requirements are: a compliance form and a base bid cost summary form. Faxed or e-mail proposals will NOT be accepted. All bidders must indicate compliance with a design and installation schedule based on the installation timeline provided in this RFP. All bidders must submit unit pricing for all components of the system and all integration and installation labor. A pre-bid meeting will be held at the Flushing Administration Building, 522 North McKinley, on February 23, 2005, at 1:00PM. Site visits of the buildings involved in the project will be conducted after the pre-bid RFP review meeting.

Each bidder shall submit with his/her proposal either a bid bond or a certified check equal to five percent (5%) of the total base bid amount payable to the Genesee Intermediate School District. Upon awarding of the work, the successful contractor(s) must obtain a Performance, Labor, and Materials Payment Bond for any project exceeding $50,000. The PLM Bond shall be in an amount equal to the contract amount. The Bond shall be solely for the protection of the Genesee Intermediate School District. A surety company authorized to do business in the State of Michigan shall execute the Performance and Payment Bond.

All bids must be accompanied by a sworn and notarized statement (Form In RFP) disclosing any familial relationship existing between the owner or any employees of the bidder and any member of the school board, intermediate school board, or board of directors or the superintendent of the school district, intermediate superintendent of the intermediate school district, or chief executive officer of the public school academy. Any bids that do not include this sworn and notarized disclosure statement shall not be accepted.

Three (3) copies of a sealed bid, two electronic copies (on MS Excel and/or Word), bid bond/certified check and notarized familial relationship statement are required in the submission.

Bids are due March 9, 2005 at 2:00 PM (local time). No electronic bids (fax or email) will be accepted. The results will be publicly opened and read immediately following this time. The Genesee Intermediate School District reserves the right to accept or reject any or all bids, to waive any informality therein, or to award the contract to other than the lowest bidder, whichever is in the best interest of Flushing Community Schools.

Bids received after the stated due date and time will be returned to vendors unopened.
